VDF Management Training and Internal Control-Internal Audit Training

 

BACKGROUND

The predecessor of the Lao Microfinance Association (LMFA), the Microfinance Working Group for the Lao PDR (MFWG), was founded in May 2007 by a group of microfinance practitioners as an informal platform to exchange experiences, represent microfinance sector interests and coordinate donor activities. In October 2013, the MFWG obtained its temporary license as a non-profit association (NPA) from the Ministry of Home Affairs (MoHA). As a consequence, its name changed to Lao Microfinance Association (LMFA). LMFA got its permanent license by the middle of August 2018. MFA works under the Bank of the Lao PDR (BOL), Financial Institutions Supervision Department (FISD).

 

LMFA is promoting financial inclusion for low-income populations through the consolidation and professionalization of the country’s inclusive finance sector. LMFA is currently supporting World Wide Fund Laos (WWF Laos) to implement the component of the Village Development Fund for Conservation “Biodiversity Conservation in Central Anna mites through Ecosystem Protection and Land Management (CarBi Phase II)” in Salavan and Sekong provinces.

 

One objective of the Village Development Fund for Conservation (VDFC) is to increase the involvement of communities in the management and preservation of resources and the sustainable promotion of income activities to improve village livelihood.

 

        DUTIES AND RESPONSIBILITIES

  1. VDF Management Training
  • Improve VDF guidelines and training material (if necessary) and facilitate training and coaching for the VDF committees and government partners to establishment and training committees.
  • The training will be organized 3 times: 1.) 2 days for Thongsa village and Angor village in Ta Oi district city of Saravan province, 2.) 2 days for Aho village, and Adeng-Kotai village in Samouay district city of Saravan province, and 3.) for Pro village and 2 days for Oung Village in Kaleum district city of Sekong province.
  • Follow-up coaching for 7 days in the field.
  • Participant maximum of up to 20 people.
  • All Logistics costs and organization will be supported by LMFA and the project team
  • The training must be completed by end of December 2022
  • A feedback report of the participants to LMFA
  • A final report to LMFA

 

 

  1. VDF Internal Control – Internal Audit Training
  • Improve VDF guidelines and training material (if necessary) and facilitate training and coaching for the VDF internal audit committees and government partners to establishment and training committees.
  • The training will be organized 1 time: 2 days for Thongsa village, Angor village, Aho village, Adeng-Kotai village, Pro village, and Oung Village in Ta Oi district city of Saravan province,
  • Participant maximum of up to 25 people.
  • Follow-up coaching for 6 days in the field.
  • All Logistics costs and organization will be supported by LMFA and the project team
  • The training must be completed by end of December 2022
  • A feedback report of the participants to LMFA
  • A final report to LMFA

 

QUALIFICATION AND REQUIREMENTS

The trainer/consultants or company must have at least 5 years of experience in training development and proven experience in Microfinance, Rural Finance, and Village Development Fund

Please note that the deadline for submitting the proposals is 8th November 2022 at 3 pm local Vientiane time. Only the shortlisted will be notified for final selection.

 

The consultant should start work as soon as possible and provide the final report to LMFA by latest at the end of December 2022.
