TERMS OF REFERENCE (TOR)

Executive Director of the LMFA

  1. Background:

The predecessor of the Lao Microfinance Association (LMFA), the Microfinance Working Group for the Lao PDR (MFWG), was founded in May 2007 by a group of microfinance practitioners as an informal platform to exchange experience, represent microfinance sector interests and coordinate donor activities. In October 2013, the MFWG obtained its temporary license as a non-profit association (NPA) from the Ministry of Home Affairs (MoHA). As a consequence, its name changed to Lao Microfinance Association (LMFA). LMFA got its permanent license by middle of August 2018. LMFA works under the Bank of the Lao PDR (BOL), Financial Institutions Supervision Department (FISD).

  1. Responsibilities:

I. Organizational development

  • Prepare funding proposals and negotiate them with selected donors
  • Prepare annual work plans and budgets based on the current Strategic and Business Plan
  • Prepare and conduct the strategic planning process and develop the new Strategic and

Business Plan

  • Produce regular progress reports (quarterly, semi-annual, annual) according to donors’

requirements

  • Control monthly accounting and income & expenditure monitoring
  • Organize and supervise the annual audit
  • Update Operations Manual for the LMFA
  • Recruit, organize and supervise LMFA Secretariat staff
  • Identify training needs of Board and Secretariat staff and organize relevant training
  • Conduct performance assessments of staff
  • Organize regular Board Meetings
  • Prepare and organize the Constituent General Assembly for the Lao Microfinance Association or the Annual General Assembly, respectively
  • Establish and manage good donor/technical partner agencies relationships
  • Participate in international/regional network events
  • Ensure the Financial and reputation sustainability of LMFA
  • Translate technical documents as required from English into Lao and vice versa
  • Any related tasks as assign by the board of Directors

 

II. Knowledge Development/Performance Monitoring

  • Attend major conferences and workshops on microfinance and disseminate relevant information to members
  • Conduct regular member meetings with focus topics relevant to the Lao MF sector
  • Edit a semi-annual LMFA newsletter with microfinance sector relevant information
  • Supervise the updating of the LMFA Performance Monitoring & Benchmarking System and the fulfillment of the Partnership Agreement.
  • Any related tasks as assign by the board of Directors

 

III. Capacity Building

  • Organize, coordinate and supervise training courses for LMFA members and other interested organization in line with the LMFA work plan, in particular a Microfinance Certificate course for Managers of MFIs (MFMCC)
  • Broker scholarships for participation in (inter-)national MF trainings and events and organize exposure visits/internships with host MFIs for MFWG members
  • Other related training, Coaching and Technical Assistance to other organizations.
  • Any related tasks as assign by the board of Directors

 

IV. Advocacy

  • Conduct regular member/stakeholder meetings to discuss legal and regulatory environment & issues affecting the sector, regular follow-up on progress with related Government Bodies/BOL
  • Conduct regular meetings with Bank of Laos (BOL) to update on LMFA activities, issues/sector challenges, progress, follow-up on policy issues, etc.
  • Implement a Code of Ethics for member MFIs
  • Organize and supervise Social Audits with interested member MFIs per year using
  • Any related tasks as assign by the board of Directors

 

V. Requirements (education/qualification, professional experience):

  • At least a Master’s Degree in economics, finance, accounting or related business degree
  • At least 5 years’ experience in microfinance and knowledge of policies affecting microfinance institutions
  • Strong negotiation, advocacy and consensus-building skills
  • Thorough knowledge and understanding of basic management concepts, such as planning, organizational development, controlling, M&E
  • Ability to write proposals and business plans
  • Good financial management skills
  • Strong verbal and written communication skills
  • Excellent English language skills
  • Strong interpersonal, and networking skills
  • Good at establishing participatory processes and motivating people

VI. Report to the Board of Directors

  • Working place:

Vientiane capital with the possibility to travel to the provinces
