Announcement for the Procurement of MIS Solutions for the NSO/SCU and VCS under LuxDev Lao/030 Rural Development Project
The Appui au Développement Autonome(ADA) with the Lao Microfinance Association(LMFA) would like to invite eligible MIS providers to offer MIS solution proposals for the LuxDev Lao/030 Network Support Organization (NSO) which will be registered as a Savings and Credit Union (SCU) with the Bank of the Lao PDR (BoL). The NSO is located in Bolikhan District, Bolikhamxay Province, Lao PDR. Over the past 15 years, Lux-Development (LuxDev) has established and supported Village Credit Schemes (VCS) through the LAO/014 and LAO/021 Rural Development project and currently, under LuxDev Lao/030 Local Development Programme for Bokeo, Bolikhamxay, Khammouane, and Vientiane provinces of Lao PDR. Through the years, these community-managed organizations have proven to be resilient, sustainable and are currently serving their village members with loans, contributing to improved land-use productivity and ultimately, to the economic and social development of the villages. Under the Lao/030, ADA in partnership with the Lao Microfinance Association (LMFA) has been mandated by LuxDev to manage and pursue the VCS implementation process and establishing the organizational and technical conditions to ensure their adequate management and long-term sustainability. This entails the setting-up of a specific organization – Network Support Organisation (NSO), whose mission is to provide the necessary support and control to the VCS through a professional staff to guarantee the provision of loans in a recurring and lasting manner to the villagers.
It is expected that the MIS provider should have comprehensive operational experience in deploying microfinance and rural finance MIS solutions, preferably in the region.
- Must have demonstrated capacity to deploy MIS solutions for microfinance and rural finance institutions.
- Must have demonstrated track record of MIS deployment of similar technical, functional and operational specifications in Lao PDR or other countries in the region.
- Must have proven institutional credentials to prove that it can provide maintenance and support for its MIS solution
- Must be able to show that it can mobilize local support within Lao PDR as necessary aside from remote support.
We would like to encourage interested parties to submit their proposals early on as the selection will be done as soon as suitable candidates have been identified. A full Request for Proposal (RFP) package can be requested from ADA.

All proposals must be submitted by e-mail not later than 07/12/2020 at 07:00 am GMT. Please note that proposals will be reviewed on a continuous basis and selection may take place before the deadline so we would like to encourage proponents to submit their proposals as early as possible.
