Job Announcement for Secretary
The predecessor of the Lao Microfinance Association (LMFA), the Microfinance Working Group for the Lao PDR (MFWG), was founded in May 2007 by a group of microfinance practitioners as an informal platform to exchange experience, represent microfinance sector interests and coordinate donor activities. In October 2013, the MFWG obtained its temporary license as a non-profit association (NPA) from the Ministry of Home Affairs (MoHA). Therefore, its name changed to Lao Microfinance Association (LMFA). LMFA got its permanent license by the middle of August 2018. The LMFA is the national microfinance industry’s umbrella organization. It gathers microfinance practitioners and other relevant stakeholders that share the goal of the association which is to improve access to appropriate and affordable financial services for poor and unbanked people. The LMFA is currently looking for a qualified and reliable Secretary.

Duties and Responsibilities
- Ensures that the secretariat and all administrative tasks run smoothly
- Assists Project Officers in preparing logistical planning and arrangements for various events, e.g. LMFA meetings, monthly board meetings, conferences, workshops, negotiations, etc.
- Manages incoming and outgoing correspondence (post, fax, email) and prioritises and organises it
- Replies and looks after correspondence and emails
- Makes photocopies and scans documents as needed
- Translates memos, letters and reports from English into Lao and vice versa (if needed)
- Assists management/board with all aspects of operations on a day-to-day basis
- Maintain and update contact list of all LMFA members and stakeholders operating in the Lao PDR
- Maintain and update email distribution lists
- Maintain and develop lists of resources as required (recommended consultants; training service providers, etc.)
- Assists with staffs/consultants recruiting (ensures publication in appropriate print and/or online media) assists with short listing incoming applications based on requirements or hiring criteria, gets references
- Assists with notification of unsuccessful applicants, documents the selection process, archives the documentation
- Assists with preparing the contract of staff
- Deals with annual and other leave requests for staff
- Assists with preparing the contract for consultant and consulting firms
- Helps to obtain quotations/buying for goods/equipments/materials upon approval
- Assists with checking invoices for goods, vouchers, payment instructions
- Maintains the inventory list for the office, monitoring log book for car and motorbike
Required qualifications, competences and experience
- Certificate /university degree in office management/administration or similar area
- at least 3 years’ professional experience in a comparable position
- Good spoken and written English and Lao language skills
- Good computer skills (familiar with windows, excel, power point, internet)
- Be capable of working independently
- Friendly and able to work in a team
- Flexible, initiative and willing to learn
